Dual Citizenship Certificate and Affidavit for Mixed Children in Indonesia: How to Apply (Bilingual)
Hey! Mommy has just finished breastfeeding Izzy Bear, she is asleep now. Izzy started mumbling and she has been making a lot of cute noise nowadays. *happy face*
Anyway, today I will also share my experience of when I applied for Izzy’s Dual Citizenship and the affidavit at the Immigration office of North Jakarta. It is located on Boulevard Barat Raya A4 No. 80, Kelapa Gading.
You need to apply at the Immigration office according to your ID card or KTP address.
Child Registration for Dual Citizenship
Here is the list of the documents you need to provide to get the Children’s Dual Citizenship Certificate, or what they call ‘ABG’ (Anak Berkewarganegaraan Ganda):
1 Application Form: Perdim 27
The form will be given on the spot. It must be completed in block capitals using a black biro.
2 Application Letter
They will give you a letter template at that time.
3 A copy of the Indonesian parents’ ID Card (KTP) and Family Card (KK)
4 A copy of the Marriage Certificate, or official marriage documents as per the regulation of the country in which you got married.
5 A copy of the mixed child’s birth certificate.
6 A copy of the mixed child’s foreign passport.
7 Copies of both parents’ passports.
8 A copy of KITAS (Limited Stay Permit) or KITAP (Permanent Stay Permit) or Visa of the foreign parent.
Additional:
*For children who were born before August 1, 2006, need to provide the Ministerial decrees regarding the acquisition of Indonesian citizenship.
*A statement letter (Affidavit with 1G11 registration for those who had Affidavit previously)
After submitting, you will receive a receipt with the collection date from the Immigration officer.
Cost: No payment needed for this service.
Collection Time and Duration: I was asked to come back again next week. I came back one day after the scheduled collection date, and I brought along my documents for the affidavit application with the intention to apply right away as I will receive the ABG certificate. However, the ABG certificate still had not been done due to a system problem. Luckily, the immigration officers were very helpful - they collected my documents for Izzy’s affidavit application, put a copy of the receipt of the unfinished Dual Citizenship application in Izzy’s affidavit application, this is to notify them that I am still waiting for the ABG certificate, meaning I didn’t have to come back and forth. They also took Izzy’s picture on that day, and I electronically signed as her Mother. It took a little more than 2 weeks to get the ABG certificate done, which was at the same time as the affidavit card collection.
Affidavit
In order to get the affidavit, you need to provide the documents below:
1 Application Form: Perdim 27
The form will be given on the spot. It must be completed in block capitals using a black biro.
2 Application Letter
They will give you a letter template at that time. You also need to provide a Rp.6000 stamp, and sign on the stamp after sticking it on the letter.
3 A copy of the Indonesian parents’ ID Card (KTP) and Family Card (KK)
4 A copy of the Marriage Certificate, or official marriage documents as per the regulation of the country in which you got married.
5 A copy of the mixed child’s birth certificate.
6 A copy of the mixed child’s foreign passport.
7 Copies of both parents’ passports.
8 A copy of KITAS (Limited Stay Permit) or KITAP (Permanent Stay Permit) or Visa of the foreign parent.
9 Certificate of Dual Citizenship Registration (with 1G01 registration).
The officer will give you a receipt with the details of the payment billing code and the collection date which was one week after the submission date. As for the payment, you have to do it through the selected banks (BRI, BNI, Mandiri and BCA) or via ATM.
Mommy Bear chose to pay via BCA ATM. The security at the bank informed us that we have to wait until after 4 PM if we wished to do the payment via ATM.
Since the ATM was in Bahasa Indonesia, below is the step by step of the payment process:
- Enter your PIN
- Choose ‘Pembayaran’
- Choose ‘MPN / Pajak’
- Choose ‘Penerimaan Negara’
- Enter the payment billing code
- Ensure that the name as shown on the ATM screen is correct

Cost: 405,000 IDR
Collection Time and Duration: It takes approximately 1 week, it depends on the situation and condition. Based on my experience, I got it on time as scheduled for Izzy’s Affidavit card.
FYI, all original documents must be brought to and presented when you go to the Immigration office for Child Registration of Dual Citizenship and for affidavit submission.

Ngomong-ngomong, hari ini saya akan membagikan pengalaman saya ketika mengajukan Kewarganegaraan Ganda dan Fasilitas Keimigrasian (afidavit) untuk Izzy di kantor Imigrasi Jakarta Utara. Kantor tersebut berlokasi di Jl. Boulevard Barat Raya A4 No. 80, Kelapa Gading. Kamu harus mengajukan di kantor Imigrasi sesuai dengan alamat KTP-mu.
Pendaftaran Anak Berkewarganegaraan Ganda
Ini adalah daftar dokumen-dokumen yang kamu harus sediakan untuk mendapatkan sertifikat Anak Berkewarganegaraan Ganda, atau mereka menyebutnya ‘ABG’:
1 Formulir Applikasi: Perdim 27
Formulir akan diberikan di tempat. Formulir harus dilengkapi dengan huruf kapital dengan menggunakan pulpen hitam.
2 Surat Permohonan
Mereka akan memberikan sebuah template surat nantinya.
3 Satu lembar fotokopi Kartu Tanda Penduduk (KTP) dan Kartu Keluarga (KK) orangtua yang berkewarganegaraan Indonesia.
4 Satu lembar fotokopi akta nikah, atau dokumen-dokumen perkawinan sesuai regulasi setiap negara dimana kamu menikah.
5 Satu lembar fotokopi akta lahir anak campuran.
6 Satu lembar fotokopi paspor asing anak campuran.
7 Fotokopi paspor kedua orang tua masing-masing satu lembar.
8 Satu lembar fotokopi KITAS (Kartu Izin Tinggal Sementar) / KITAP (Kartu Izin Tinggal Permanen) / Visa orangtua yang berkewarganegaraan asing.
Tambahan:
*Untuk anak-anak yang lahir sebelum 1 Agustus 2006 harus melampirkan keputusan Mentri mengenai perolehan kewarganegaraan RI.
*Surat Keterangan (afidavit dengan register 1G11 bagi anak yang pernah memiliki afidavit)
Setelah pengajuan, kamu akan menerima sebuah tanda terima dengan tanggal pengambilan dari petugas imigrasi.
Biaya: Tidak terdapat pembayaran untuk servis ini.
Waktu Pengambilan dan Durasi: Saya diminta untuk datang kembali minggu depan. Saya datang kembali sehari setelah tanggal jadwal pengambilan, dan saya membawa serta dokumen-dokumen untuk pengajuan afidavit dengan tujuan untuk pengajuan langsung sebagaimana saya akan menerima sertifikat ABG. Namun sertifikat ABG belum selesai dikarenakan masalah sistem. Untungnya, petugas-petugas imigrasi sangat membantu - mereka mengambil dokumen-dokumen saya untuk pengajuan afidavit Izzy, menaruh fotokopi tanda terima pengajuan Kewarganegaraan Ganda yang belum selesai ke dalam applikasi afidavit Izzy, ini untuk menberitahu mereka bahwa saya masih menunggu sertifikat ABG, artinya saya tidak perlu bolak-balik. Mereka juga memfoto Izzy di hari itu, dan saya bertanda tangan secara elektonik sebagai ibu-nya. Itu memakan waktu 2 minggu lebih sedikit untuk mendapatkan sertifikat ABG selesai, yang mana diwaktu yang sama dengan pengambilan kartu afidavit.
Affidavit
Dalam rangka mendapatkan afidavit, kamu harus menyediakan dokumen-dokumen di bawah ini:
1 Formulir Applikasi: Perdim 27
Formulir akan diberikan di tempat. Formulir harus dilengkapi dengan huruf kapital dengan menggunakan pulpen hitam.
2 Surat Permohonan
Mereka akan memberikan sebuah template surat nantinya. Kamu juga harus menyediakan materai Rp.6000, dan tanda tangan di atas materai setelah kamu menempelkannya di atas surat tersebut.
3 Satu lembar fotokopi Kartu Tanda Penduduk (KTP) dan Kartu Keluarga (KK) orangtua yang berkewarganegaraan Indonesia.
4 Satu lembar fotokopi akta nikah, atau dokumen-dokumen perkawinan sesuai regulasi setiap negara dimana kamu menikah.
5 Satu lembar fotokopi akta lahir anak campuran.
6 Satu lembar fotokopi paspor asing anak campuran.
7 Fotokopi paspor kedua orang tua masing-masing satu lembar.
8 Satu lembar fotokopi KITAS (Kartu Izin Tinggal Sementara) / KITAP (Kartu Izin Tinggal Permanen) / Visa orangtua yang berkewarganegaraan asing.
9 Sertifikat Anak Berkewarganegaraan Ganda (dengan register 1G01)
Petugas akan memberikanmu tanda terima dengan rincian kode pembayaran tagihan dan tanggal pengambilan yang mana satu minggu setelah tanggal pengajuan. Untuk pembayaran, kamu harus melakukannya melalui bank-bank yang terpilih (BRI, BNI, Mandiri, BCA) atau melalui ATM.
Mommy Bear memilih untuk membayar melalui ATM BCA. Sekuriti di bank tersebut menginformasikan ke kami bahwa kami harus menunggu sampai setelah jam 4 sore, jika kami ingin melakukan pembayaran melalui ATM.
Dikarenakan ATM tersebut dalam Bahasa Indonesia, di bawah ini adalah langkah-langkah proses pembayaran:
- Masukkan PIN kamu
- Pilih ‘Pembayaran’
- Pilih ‘MPN / Pajak’
- Pilih ‘Penerimaan Negara’
- Masukkan kode pembayaran tagihan
- Pastikan nama yang tertera di layar ATM adalah benar

Waktu Pengambilan dan Durasi:
Ini memakan waktu kira-kira 1 minggu, tergantung situasi dan kondisi. Berdasarkan pengalaman saya, saya mendapatkannya tepat waktu sebagaimana yang telah dijadwalkan untuk kartu fasilitas keimigrasian (afidavit) Izzy.
Sekedar informasi, semua dokumen-dokumen asli harus dibawa dan dihadirkan ketika kamu berkunjung ke kantor Imigrasi untuk registrasi Anak Berkewarganegaraan Ganda dan pengajuan afidavit.
